How an LMS Prices Active vs Registered Users

A corporate LMS bills either everyone who has an account or only the people who logged in this month, and the gap between those two numbers on a 500-person payroll is most of the invoice. TalentLMS, iSpring Learn and Litmos pricing pages read November 3, 2026.

How an LMS Prices Active vs Registered Users

Two learning platforms can quote the same rate per person and send bills that differ by half, because one counts accounts and the other counts logins. Only one of the three vendors here defines the word "active" on its pricing page.

iSpring Learn does. Its page states that "Active users are those who logged into the system at least once during the billing period", and sells on that basis.

TalentLMS sells bands of registered users by default and offers a Flex add-on that switches the meter to monthly logins. Litmos publishes an annual floor and no user unit at all.

TalentLMS prices bands of registered users

The unit is a bracket, not a person. On Core the page lists 1 to 40 users at $149 a month billed monthly, 41 to 70 at $219, and 71 to 100 at $279.

The annual totals are $1,428, $1,908 and $2,628, which work out to $119, $159 and $219 a month. Grow runs from $299 a month for 1 to 70 users up to $489 for 401 to 500.

Pro starts at $579 a month for 1 to 100 users and reaches $969 for 801 to 1,000. Enterprise is quote-only and the page gives its starting point as 1,000 users.

Band pricing means the marginal user is either free or expensive. On Grow, adding a 101st person moves the bill from $389 to $419 a month; the 102nd through 150th cost nothing.

One band overlap is worth checking before you pick a tier. Core at 71 to 100 users is $279 a month, which is less than Grow at 1 to 70 users at $299.

The stated 20 percent annual discount is not one number

TalentLMS answers its own FAQ with a single figure: "Annual pricing allows you to secure your plan for a full year at a 20% discount compared to monthly pricing."

The published pairs do not agree with that. By editorial arithmetic on the monthly rate and the annual total for each of the 19 paid brackets, the discount ranges from 19.6 percent to 27.4 percent.

The best band is Core 41 to 70 users, where $219 a month becomes $159 a month on the annual total of $1,908, a saving of 27.4 percent. The worst is Pro 801 to 1,000, at 19.6 percent.

Neither figure is wrong on the page; the claim is simply a round number standing in for a spread. The same mismatch is common enough to deserve its own checklist, in what annual billing discounts actually save on SaaS.

The Flex add-on changes the unit from accounts to logins

TalentLMS is the only vendor here that prices both models. It states that Flex "lets you register an unlimited number of users", and that "the pricing is based on the number of different users who log in to your portal each month".

It also states the limits are soft: "TalentLMS doesn't prevent users from logging in if your plan limit has been reached." Soft limits are rarer than hard ones, and worth confirming in writing.

  • On Pro 1 to 100 users, Flex is listed at $200 a month billed monthly, $150 a month billed annually, annual total $1,800, plus $6 per additional user per month.
  • On Pro 101 to 150, Flex is $210 monthly, $160 annually, $1,920 a year, plus $4 per additional user per month.
  • On Pro 201 to 300 and 301 to 400, Flex is $290 and $340 monthly, with $3 per additional user per month on both.
  • On Pro 401 to 500, Flex is $440 monthly, $340 annually, $4,080 a year, plus $3 per additional user per month.
  • The embedded plan data marks Flex unavailable on the Pro brackets above 500 users, and the page states "Flexible starts at 500 users" for Enterprise.

The TalentLibrary content add-on is priced off the same bracket, from $38 a month on Core 1 to 40 up to $265 a month on Pro 801 to 1,000. Add-ons that scale with headcount deserve their own line in a forecast.

Storage is not metered. The FAQ states there are "no storage limits on courses", with a 100MB per-file upload cap on Free and 600MB on paid plans.

A per-file cap is a different constraint from a quota, as what happens when a SaaS usage limit runs out sets out.

iSpring Learn prices active users and rounds the per-head figure

iSpring sells the model TalentLMS charges extra for. Its page states that you "can invite and register any number of users, and pay for active users only", with active meaning at least one login in the month.

The calculator on the page returns two figures for 100 active users: "$6.91 per user/month" and "$8,286 per 100 users/year". Both were read in the rendered page on November 3, 2026.

Those two numbers are not quite consistent. By editorial arithmetic, $6.91 multiplied by 100 users and 12 months is $8,292, which is $6 above the published annual total.

The annual figure looks like the real one. Dividing $8,286 by 100 and by 12 gives $6.905 a month, so the per-user figure on the page is that rounded up to the nearest cent.

At this scale the difference is trivial. At 2,000 active users the same rounding would move a forecast by $120 a year, which is the kind of gap worth catching before it compounds across a three-year term.

Litmos publishes a floor and no unit

The litmos.com/pricing address redirects to a plans page carrying three cards. Foundation is listed as "Starting at $8K per year" and Platinum as "Starting at $15K per year"; the third card, Platinum AI, says "Talk to sales".

No user count, user definition or per-person rate appeared anywhere in the rendered page on November 3, 2026. The floor is published; the unit behind it is not.

The moodle.com plans page could not be read at all. It returned a Cloudflare interstitial reading "Just a moment..." with no plan content behind it, so no Moodle figure appears here.

What to count before you sign

  • Ask which number the invoice uses: accounts created, or people who logged in during the month. Only iSpring answered that on its own pricing page.
  • If the vendor bills registered users, find the bracket edges. On TalentLMS Grow the 101st user costs $30 a month and the next 49 cost nothing.
  • Check for a cheaper band on a lower tier. Core at 71 to 100 users is $279 a month against Grow at 1 to 70 for $299.
  • Recompute the annual discount yourself for your own bracket rather than trusting the headline percentage.
  • Price the content library and any flexible-seat add-on as separate lines, because both scale with headcount.
  • Ask whether limits are hard or soft. TalentLMS states that Flex will not block logins past the plan limit.

Learner-count billing is a cousin of the creator-economy model covered in how course platforms cap products, not students, and of the per-person payroll shape in how payroll tools charge a base fee plus per person.

If seasonal or contract staff will pass through the portal, read how per-user pricing works with contractors and how mid-term seat changes are prorated before committing to a band.

Frequently asked questions

What counts as an active user in an LMS?

It depends on the vendor. iSpring Learn states that active users are those who logged into the system at least once during the billing period. TalentLMS applies the same test only on its Flex add-on.

How much does TalentLMS cost for 100 users?

Core covers 71 to 100 users at $279 a month billed monthly, or an annual total of $2,628. Grow at that band is $389 a month and Pro is $579 a month, read November 3, 2026.

Is TalentLMS annual billing really 20 percent cheaper?

Not uniformly. The FAQ states 20 percent, but editorial arithmetic on the 19 published brackets gives a range from 19.6 percent to 27.4 percent, with Core 41 to 70 users the best of them.

How much does iSpring Learn cost per person?

The calculator returned $6.91 per active user per month at 100 users, and $8,286 per 100 users per year. The annual figure implies $6.905, so the monthly figure is rounded up.

Does Litmos publish a per-user price?

No. The plans page lists Foundation starting at $8K per year and Platinum starting at $15K per year, with no user count or user definition in the rendered page on November 3, 2026.

Which LMS model is cheaper for a company with many occasional learners?

Usually the active-user model, because dormant accounts are free. The trade is predictability: a quiet month and a busy month produce different invoices under that meter.

Bottom line

Settle the definition before the rate. An account-based bill and a login-based bill on the same workforce are two different products wearing the same price tag.

Then do the discount arithmetic for your own bracket. The 20 percent on the TalentLMS FAQ was between 19.6 and 27.4 percent in the published pairs on the day.

All figures come from the vendors' own pages as rendered on November 3, 2026 and can change without notice. Confirm the user definition and the bracket in the order form before paying for a year.
